That's right! Yahoo SiteExplorer is the #1 spammer favorite tool. Yahoo is offering this service exclusively for spammers who are interested in finding more "spamable" pages. Why would any "normal" Internet user want to check out some 1000 pages that link to a specific page? This is only useful to spammers. Yahoo is also making it easier and offering spammers an option to "Export first 1000 results to TSV" That's why Yahoo will never beat Google!
I personally don't think this can be generalized as for spam purposes only. Every seo has checked a website's backlinks at some point. Does that automatically make it spam? Of course not. You could just be examining their backlinks to get a gauge of what you need to do to beat them. You may also have valid reasons for needing to check your own backlinks. Trying to get links from the same pages as your competitors is not spam. How is this any different than Google also offering the link:www.domain.com command? Just because they only let you see some of those links? Google was first to embrace both webmasters and seo's. First they bribed them with Google AdSense. Then they gave them helpful tools like Google Analytics, Google Webmaster Tools and so on. Google supports this kind of activity even more than Yahoo. Yahoo is just doing their usual strategy of copying what techniques seem to be working for Google. Google just likes to pretend to be on both sides of the fence...fighting seo while supporting it.

Good point. And I think there are legitimate reasons to check your backlinks, even if it isn't just for SEO. I found someone linking to me from a hate site, some Nazi crap, and I contacted the Webmaster and had the link removed. There are legitimate reasons for checking the backlinks, and Yahoo is a fare better tool for that than Google.
How the hell? It's a very useful tool. I think Google is standing on the wrong side by hiding the links. I need to know where my competitors get their links. After all, if they are legit links I won't be getting the same links easily. So no need to worry.

i dont think site explorer is a tool for spammer. It is just a tool to check who is linking to another site. Sure, it will indicate where is the place where the link was generated.
Because regular people use Yahoo, and a great deal of regular internet users have a Yahoo email address (more than any other), which keeps then as Yahoo users. Tech people, webmasters, marketers, professionals, and higher educated people use and love Google,, Gmail, and Google products, but Mom and Pop, and the average person with a 10th grade education ? Yahoo.
I think Yahoo is just offering are more detailed result to the query than other SEs. The mere fact the one will type in link:adomain then it simply tells the intention of the purpose. Search and research.
