Is the service closed forever or is it suspended just for this month?
Was this the reason why your withdrawal requests were repeatedly cancelled?

Intra-india closed. Then difference in paypal name and address and recepient address must be accepted. Even then i get cancellations, when my friend try to pay me or i try to pay my friend via xoom.

Xoom doesn't charge for cancellations, even they don't send cheques. They do instant local bank transfers from paypal > xoom > local bank

You can make a cheque wtdrawal from Paypal which takes 20 days time.

If this is true, thats really a bad news for me. I intended to withdraw some money for my Monthly Expense (march).
I guess I have to resort to either check withdrawal or cc credit. Check withdrawal is really unreliable as even paypal sends the check in time, there is no clue on when the check would reach me. Also as I live in the 2nd floor, the post might be floating around in the ground floor. I wouldnt mind paying extra money if they send it by DHL/Fedex as offered by Google Adsense payments. I would better go for CC withdrawal and do a cash advance (i know the rates are high but mine is an ICICI easy deposit card so should be getting a better rate than normal credit cards.).

Update: There is no cash advance transaction fee (interest may still apply) for Easy Deposit Card if the money is withdrawn thru ICICI ATM. Isn't that sweet?

It is closed by RBI just like Paypal withdrawal. The thing is RBI don't want to get foreign money in India without tax of it.

XOOM will start there service after PayPal does. So, it's useless, and Yes, it is the reason of cancelation of transactions.
