Xoom Fees paid by Buyer and not seller ?

I was reading Xoom website and this is what I read

Xoom is not supported in my country so I am not planning to use it to receive payment but it seems like they charge sender a fee amounting to close to 10% additional.

So is it true that those sellers accepting only Xoom payments are hiding this additional fees to the buyer because I never seen it managed before.

It seems more like a remittance service rather than a payment provider.

Looks like no one is using Xoom enough to clarify the situation. Anyways time to skip vendors who uses them.
