    You can't do inter-country withdrawals in Xoom. This means that if you're in India and you tried to withdraw your money in Paypal through a bank account in the same country, Xoom will cancel that.

    You can read more about the inter-country withdrawals ban in their TOS.

    You have a paypal account. You can open a xoom account on your own name. Costs for xoom are the same. And then you can send money to your mom. Why would you use 3 different peoples to send money. Seems scam from the start for XOOM, so i am not amazed they canceled your transaction.

    Names do matter. They should be the same. I received a refund from some hosting company years ago.
