there are plugins in Wordpress and Blogspot to automatically update the XML sitemap when some new URL is added. which platform are you using for your portal?

Can't you just automate sitemap tools like A1 Sitemap Generator to create the sitemaps e.g. once a night?

I have already created the xml.

I'm looking for the location in Google webmaster, (it moved) for 'submitting' the completed XML, which was formerly located as an options to add your sitemap.

When you start to get too many pages indexed in your sitemap you should split up. You should never have more then 10k pages in your sitemap.
