    Experience means $$$, if you're ready to pay at a higher rate I'm sure you will be able to find someone with good experience (if you're up for it, you can even pm me for my examples) otherwise you'll probably end up getting the work done either by a beginner or someone offshore (with a portfolio) who'll get some other beginner to do the work.

    I personally code my clients templates (css tableless - xhtml strict) anywhere from mid-$XX to low-$XXX...
