Generally a template is a design for a website (Typically a PSD file). When people ask if the template is coded they are asking if it actually has code, such as HTML, XHTML, PHP, CSS. A coded template is prefered that way a person does not have to hire someone to code the template later.
Perfectly fine. Ask them whether it's HTML Transitional or HTML Strict. That's where you'll have differences in quality worth discussing.
Wait a second you said that you can code and you dont know the difference? The strict data type is for use with CSS. This should be one of the first things declared in the document type at the begining of the file. If your code is valid it should be declared as being strict or transitional.

Actually, "tranny" is perfectly capable of handling CSS as well. You'll have some minor rendering issues, but that's what you get for using a DOCTYPE that was intended for making the transition from old-style HTML to semalntic HTML/CSS.
