Personally my feeling is that all sites should have content first and that the forum should be secondary part of the site, but not the site itself. I know that sounds silly, but it really helps with ranking I have found on forum based websites and I work on some with 350,000 uniques per month, over 500,000 posts, etc... I think you need to get about thirty or so posts in each field to really get the forum going and alive. Good luck with it :)

The first obvious comment is that you need some postings. Check the forums for people to populate your forum with postings ... so it will look active.

Second, I'd start by explaining the purpose of the site / forum ... and enticing people to use it. It's too "plain" right now ...
