I have seen nothing so far in their TOS that states you cannot.

I seriously doubt that this is ok. Based from the ToS, here is what I gather:

"you are (i) the registered owner of Your Site, including the domain name, and/or (ii) the owner of Your RSS Feed, including all content contained therein;"

    Section 9c.

I would think that this means that you need to be the registered owner of the domain.

He is asking if it is ok to use it through his own domain while use the software from Blogger.com since google owns it not putting ads on blogger. He owns a domain and is going to use it on his own domain which is ok if he was from the U.S. and had a Yahoo account. Blogger simply is supplying the software.

Consider this though. You own a domain and use Blogger software. They then dictate to you that you must only use Google ads on their system since Google owns them. This then would put Google in a perilious situation with the Government over Ant-trust issues similar to what Microsoft has gone through since they would be forcing you to use their software and products exclusively. Best thing to do if you have a question is to contact Blogger themselves and ask them this question.
