WTH: Super Simple PSD 2 HTML Needed Done Today.

    OK I have this simple design that I need coded to html. The header has to be a separate frame (yeah I know its lame but I am just freshening up a VERY old site).

    I would do it myself but I don't have the time. It would take me most likely a bit more than an hour to do, its so simple.

    So I am looking to pay like $10, if not I will do it myself :)
