[WTH] Screenshot maker with added effects

Hello,

I'm writing an article for a blog, and I need to have several images to go along with the post (all a certain width).

I'm looking for someone who can take screenshots of things (like webpages, etc.) and make them look attractive using various effects such as rotating them, zooming in, and maybe adding a little graphic flair. For example, something like this: http://img7.imageshack.us/img7/5455/sm3i.jpg

This should be relatively easy work for someone with basic Photoshop skills. Unfortunately I'm not that great at Photoshop and don't really have time to figure out how to do it myself.

I'm not looking to pay any more than $10-$15 for this. I'd need maybe less than 10 of these images, and it should be very quick work for someone who knows what they're doing.
