i'm confused here. are you offering services or do you require the services of another? i assume you are looking to hire someone to do this for you but yet you ask for details concerning design and you ask for a budget.

if you are looking to hire:

the budget is yours to determine. not the person who does the job. developers dont have budgets, we have rates.

information regarding the design is something tthat you as the client need to provide to the developer.

unlimited revisions is something that applies to the design phase of a project. when a design is finished and you hand over
the requirements for the html conversion, there should be no revisions needed as long as the html matches the design and
your requirements as far as horizontal alignment and such are met.
