[WTH] Middle size PHP+SQL project

I need to hire someone to create a middle size PHP+SQL project.
I need some backend, panel for user and panel for admin. It must be very fast and able to handle huge traffic.

What I expect:
- speed - I need it done as soon as possible,
- quality - it doesn't have to be perfect with comments etc. but take in mind that I am also programmer and I do not want any "hammer time" here
- future cooperation - I will need the system to be extended in future.

My budget is $160.00 USD by PayPal balance.
