[WTH] Mailing list creator/importer

    Hi,
    I need 1 programmer who can create some mailing list with some amount of email address in the .xls file format.
    Post your price here,and I'll choose the reasonable price (doesn't mean lowest price sure get job).

    mailing list can be pre-created or you can make a new one.
    As long as the mailing list can auto import the .xls file without any additional modification of the .xls file,then is ok.
    I need only 1 mailing list.
    can be php but better without database
