[WTH] Long Term Designer

I am looking for a long term designer located outside of the United States. I require a designer who is timely and treats my jobs as the focal points of their job. I am also looking for an independent designer who does not have workers underneath him.

The designs I require need to be done in no more than 3 days time. I am looking for someone who responds to emails and is timely and has good English. I am also looking for someone who takes payment by PayPal and is okay with payment terms of half up front, half upon delivery.

For the first job I will be paying all at the end of the job. I require a designer for a few jobs a month. I need a designer that is timely that designs logos, designs and graphics. I require unlimited designs and layered PhotoShop files. The web design requires a front and sub page design with a favicon.
