WTH I need a custom script or a suggestion for add-ons to an already made script

    I need some specific features for a website that integrates with Instagram. I cant really put the details here as its hard to explain, but here is the main part of it.


    users come to the site, can upload pictures and put their Instagram Name so people can follow them.
    visitors can rate the photos and make comments on posts

    Of course there would be a little more features but fairly simple

    Well it seems like i posted in the wrong section sorry, which section would I put this in because i give up trying to do it myself and will just pay someone to do everything i need done on a wordpress or other ready made script?
