    Coming straight to point, It will have to :

    Register multiple forum accounts. ( Verify Emails too)
    Proxies to be used everywhere. User can integrate proxy.
    Fetch list of " Currently active members " . It is showed at all VB forums.
    Send PM to each member.
    License integration. ( One buyer can use it only at one place)

    Budget ; 200$
    Payment via Paypal

    I have designed a bot with last three features but cannot register multiple accounts as due to captcha during registration.

    Its a PHP script and license integration can be done easily.
