Are you kidding me? I thought this violates TOS.. At least I see where my hard earned money toward adwords is going..

This is sad - how can these people modify the code and get away with it? NO WHERE does it say "Ads by google...."

    WTF does that mean?

premium = the amount that something in scarce supply is valued above its nominal value; "they paid a premium for access to water"

    ??? or ...

having or reflecting superior quality or value; "premium gasoline at a premium price"

So these advertisers reflect superior quality or value?

Looks like a parked page which is normal but as Monty says its too difficult to tell from that screenshot.

    Post the url.

freeweblayouts.com is a parked page probably part of http://www.google.com/domainpark/

Oh really? Then can you explain why my refer logs indicate such?

The point is, (parked or not) the site says "UNDER CONSTRUCTION" which is against adsense TOS...

can't believe this is where my adwords campaign money is going...

Check the source code first to see if it's adsense..

Thats why when using Adwords you disable your ads for content and use the search network only. Your clicks are more targetted if using the search network over the content network.

I was talking about freeweblayouts.com (the example you provide), and I see nowhere "UNDER CONSTRUCTION" on this page

You're right about freeweblayouts not having under construction, but those are adsense, but the links are masked..

LOL. Don't have a cow, man. That's a Network Solutions parked domain. Google Adsense has their own separate programs for parked websites.
