As WiredNode said, your budget is too low for a VPS that will allow Warez-Linking. The servers that usually allow Warez-Linking (Usually European, Netherlands, Offshore etc) cost a lot more than the servers that dont allow Warez-Linking (Usually USA Based). Sorry dude, you won't find a VPS with those specs for that cheap. Are you going to need cPanel? If you do, the cPanel license is about $10 or so internally for datacenters to provide it. So, at $12 per month, the host wouldn't make anything from you. Matter of fact, they'd be losing money.
I agree. There's noway you'll get one at that price and if you do then it will be from a desperate host that will be here today, gone tomorrow.
Well, that would make it a little easier for the host to meet your requirements, but it's still highly unlikely that any host will meet those specs. That's almost at the cost of the host, they still might be losing money off of that if they sold it to you. Another important consideration, do you plan on getting any support? You definitely won't get a managed VPS. I wouldn't expect quick replies from the host if you need those as well.
The servers that allow warez linking are European. The cost of a European VPS is much higher than $12. Its more like $30-$45 Thats why I offered shared European hosting. As that is really the only thing you can get for $12. Please re-think your budget.

How much RAM do you need? There are some US host that allow Warez Linking, you might get a VPS at a cheaper price but not even close to $12.
I think you know exactly what you did. You can't accidentally negative rep someone. No one said anything about iTrader either.
