    I have two sites that be worth your time. To meet your end goal, they may require a redesign, but the price(s) would be far enough below your budget to accomodate acquiring the site(s) and having nicely redone to suit your needs.

    Female Pictures is a PR3 site with a PR4 forum; after I launched FreshDames a few years ago I thought I was going to experiment with a forum. The site gets good traffic and could easily be tweaked for an overall female celebrity wallpaper or pictures site.

    Another site for young celebrities was intended to be another sister site to FreshDames that has been sadly neglected but still does well on traffic, fits much the same bill as above - decent PR and good traffic to jumpstart a good site to compliment your efforts.
