You won't find anything with that budget The best I can do is a dedicated server w/ 100GB bandwidth for $30 and you can have as many listeners as you want
Never say never... somebody might just be able to help them... for 1,000 listeners I doubt it though... maybe something like 200 SIMULTANEOUS listeners its possible, I've seen that before...
two things are important in my opinion to have enough bandwidth ( you can limit the bandwidth by streaming at 32 kbps AAC+ for example not 128Kbps MP3 ) and 100Mbps port necessary for around 1000 people , you should go for a dedicated with your requirements
What quality did you want to stream? My charge for bandwidth is 15$/mbit and 1 mbit will be able to host around 10 clients at 128kpbs or 32 clients at 32kpbs. For 30$/mo you could do 64 clients at 32kpbs. if you only need the bandwidth sometimes (meaning, you only need to stream to people sometimes not all of the time), I would be able to go lower on the bandwidth costs.
