WTB Send Out Emails Script (w/ paypal integrated)

I have 20,000 emails. I want to send everyone emails.
I have previously used: http://www.cicoandcico.com/ccmail-10/

But here's the second part. I want webmasters to buy an email blast.
So they would write the message they want blasted and pay via Paypal.
Once paid, the message is sent out to all the emails.
If a blast has already occurred that day, the script will be disabled until the next day. (and output "Sorry, this service is only available once per day and has already been sold today. Please come back and purchase tomorrow.")

So all I need is the 2 parts integrated (email script w/ webmasters paying for email blasts)

You can use CCmail for the email part or any other script, if you are more familiar with something else.
