WTB proxy site promotion

    I have a new proxy site, my 1st.
    I want to have someone submit it to tons of proxytoplists and other places.
    Please let me know how you can promote and how cheap it will be.
    I have about $10-$15 I can spend to do this, and I need to get traffic asap.
