If you mean that you want someone to decompile an exe file back into source code you have two problems, 1) Anyone who can do that will charge you more than $300 just to discuss what you want done. 2) It's very illegal, and if someone gets caught doing it, the $300 would be less than the retainer his attorney would want to start working on his defense. "Decrypting" a database doesn't make sense - unless the data in it is encrypted. If that's the case, how difficult it will be depends on the method of encryption. (And whether it really is encrypted, not encoded [a totally different process] or hashed [another totally different process].) If you mean just dumping the database, that's trivial as long as you have access to it. (Dumping the database on someone else's site is a lot more illegal than just decompiling an exe file. And it's a lot easier to get caught doing it.)
