WTB Offshore VPS or Hosting

    I need an offshore host that will be used for a new file hosting website.
    I'm looking for either shared or VPS, but they have to be offshore in Germany, Netherlands, etc.
    Below is what im looking for from each.

    Regular Hosting:
    Low number of clients

    VPS Hosting:
    ~196MB RAM
    Shell access only, no control panels
    CentOS

    Both: Around 200GB of bandwidth with ability to upgrade to more

    For the NL I know leasweb have good reputation. But they are mostly on the dedicated servers.
    Would you like to have server in the US? I believe you will lose nothing in terms of loading speeds.

    The server cannot be in the US because of US law limitations.
