Buying WTB - New Design Wordpress - NY Manhattan Site

We have a New York related website and recently someone from here designed and coded our theme but we're just not happy with it.

We need a new theme designed that looks like nycgo.com - not looking for a clone but something that looks and functions similar to nycgo.com.

The designer also needs to code the design so not looking for multiple people for this job.

The photos must auto resized and also when you add the first image, it must show up on the homepage so we don’t mess around with "custom fields"

Payment will be through paypal and will be made after work has been completed.

Also if you can do a mockup of the design, it'd be great so we get an idea.
