The dual xeon will push your budget upto at least 200, then the 4tb of bandwidth ( typically 3x what you normally get ) will push it up another 100 probably. You know IRC daemons can survive with a LOT less than that, whats the server for exactly .. ? I'm using the server for hosting a MMORPG which will hold thousands of players. Does that company allow IRC hosting?
Actually, I just went to his website for the first time and read the terms, he doesn't allow IRC, sorry bout that .... My last suggestion would be goto http://freewebspace.net/forums and make a request in the dedi section, someone is sure to accomodate your needs, I'm a member there too is pretty good.
