VPS/Dedicated would be ideal, however i cannot spend more then $30 a month. So perhaps i'm stuck with reseller/shared hosting. However I don't want to suffer slow load times / bad performance like on dreamhost.

$30 is just plain too low for 200 GB space and 1 TB bandwidth, whether it's shared, VPS, Dedicated or whatever. You wont get that unless a host is gracious enough to give you an insane deal on a low-end dedicated server or if a host is overselling like crazy. Though my main powerful server has few people on it and I'd be glad to give you some 'shared' hosting (though there's not resource limits or anything), I definitely can't give you what you want for only $30 a month. I also don't have any dedicated servers that I could go that low in price on. Please increase your budget or lower your requirements. Thank you.
