WTB: Cartoon Character for my friend's website (Budget: $20)

Hello all DP members...

i got a friend of mine that needs a superhero type of cartoon for his website.

his budget is $20.

here are his specs:

- Superhero look
- Cape
- Blue Scheme (Related Color Codes: #488DD3, #3F7CB9)
- The letters "WM" on his chest
- 1 arm up
- Must look good when constrained down to 100x100 pixels

he's also a DP member but unable to post yet at this section so i posted this for him.

For everyone that is interested in doing this. The needed dimensions have changed to 140x140
