Hi everyone, I am looking for new blogs that are already set, and all they need is a little of work, Ive never started a blog, and id like to start one, but I dont know how ..So Id like to buy a brand new blog any subject is fine, for $10 - $15 let me know and I might be able to give you a better price..
why not buy a domain and hosting and put a free blog script on it you can get a free script and free template! for the money you want to spend its all you'll probably get, but at least you can have it on a topic you know and like for a blog, you need to update it regulary so do it on a subject you like pm me if you want me to get you set up

For that budget, you would be better off building your own, and using a free hosting service, and then ask questions in the blogging section for suggestions and tips. this way you can get what you want. You will not be happy with a $10 blog, trust me. Or hit that automated thing that dallasld recommended. That looks like the way to go for that budget.
