WTB article/news sites (security/construction etc..)

I'm looking for a new site.

Must haves:

Topic: security(online/offline) Construction/industrial/heavy machinery types
revenue: $0-$20 a month/new sites welcome.
Cms: Must have an admin panel/cms for easy updating.
and .com domain name only.

I'm not looking for the article sites that sell for 150 for $5 types sites.

Articles/content dont have to be unique.

must be on only 1 topic (see above)

pr does not matter but will pay more for a site that has pr5 than for a sitethat has pr1.

Traffic is a plus but not needed.
Have a budget of about $100-$800 depending on the site.

Please dont send me a site that has 10 pages and just uploaded and ask for $799.

Please only pm sites that match what i want.
