@Lonely88 with that budget you won't get anywhere. Anybody here who sais he can give you this and that for 5$ is a reseller who hasn't even read your first post. Any streaming (file serving) is hard on memory and on apache it's even harder as apache is very resource intensive. Lighttpd with a lite control panel (lxadmin for example) is far easier on resources than cPanel and apache. 2nd part is the actual connection, which for 5$ won't be able to support your needs. So either get yourself a decent budget or get some other requirements, cuz going for a reseller which will host you will just suspend you both.
I don't know that your going to find a reliable host that will allow video streaming for only a few bucks. I think you may want a VPS or dedicated server for your solution here.
I will recommend to go with DirectAdmin servers with huge amount of RAM for this purpose. Or go with LiteSpeed servers if you want cpanel. But I don't think you will get unmetered bandwidth there (if you use certain GB bandwidth then the host may suspend you) because almost all cpanel servers are coming with certain amount of bandwidth limit from the datacenter.. If the datacenter offers unmetered bandwidth , then its ok (as in the case with us! ) The host will not remove your domain if they are giving you unmetered bandwidth. I will also say, for a streaming server, minimum 2 gb ram is required.
