Only UNIQUE articles will help your websites... Nobody would like to read something that has been copied on 2,000 sites, don't you agree? :)

Google want fresh contents in articles. if you spin the article meaning are same but wordings are different. But Google consider it as a duplicate content and penalize your site.

Article submission is a terrible method for link building now days (as is forum sigs, blog comment spamming, directory submission, and pretty much EVERY other unnatural link building method where you can "plant" a link to your site on someone else's website). If you are not EARNing links instead of "planting" links then you will have a very hard road ahead of you. Generally speaking, the easier a link is to get, the lower the quality... and the more likely it will be to cause issues.

Article submission can cause issues with both Penguin AND Panda. If you are posting an article on your site AND submitting that same article to submission sites (a terrible way to do submission even when it was viable), you are creating web spam. Your content on your site will then exist on many other sites that re-publish submitted articles. If those sites where the article is republished happen to be more authoritative than yours, Google will often pick the wrong site as the "originator" and your site (though the originator) will get filtered from the results. If this happens a lot it and your site is seen has having a lot of duplicate content then it can trigger a Panda filter.

If you are posting an article on your site and submitting a different but very relavent article to submission sites (this is how submissions "should" have been done back when article submission actually worked), then at LEAST the article on your site is unique though you are generating duplicate content (webspam) on other sites.

In both scenarios above, you will be creating lots of backlinks to your site from generally low quality sites (most sites that re-publish articles from article submission sites are generally very low quality sites with webmasters who are too lazy to write their own content). If a significant percentage (more than a very low single digit percentage) of your backlinks are from these low quality mashup-type sites then it can trigger a Penguin filter.

Even if you never trigger a Penguin or Panda filter, using article submission as a link building technique generated LOTS of links to the same pages on your sites with the EXACT same link text. This can trigger a URL/Keyword combination specific filter preventing those linked URLs to NOT rank for the keyword phrase used in the link text... the EXACT opposite of what you want.

Spinning articles is manipulation and doesn't make any sense to users and hence Google will not value it and might even penalize the site following these kind of practices which are against its Webmaster Guidelines. Think like a user and if you feel that content is helpful as a normal user then Google will value it. Anything which is valuable for users gets Google's nod.
