What you are asking for has less to do with the theme design and more to do with programming functionality. What kind of support does this market have? Does it have support for WordPress, or does it need to be created? Is it products or ads? How are they populated? RSS? What kind of hosting do you have? Chat needs good hosting. You can't run it on shared, minimal hosting. As far as a Custom Script to send auto emails, that would be better done with a Mail service like Mail Chimp, My Emma, Awebber, etc. For someone to build that from scratch will be costly and timely. There are WP Newsletter plug ins, but I can't say if they have the functionality you are looking for. Once we get that squared away, then we need to talk about design and content. How much do you have? Images? You really haven't given much information here. Is this just an idea or do you have the materials and just need someone to put it together?
