WP: Allow user to submit form and later edit it?

I am looking for a plugin that will let users submit a form, like a contact form, and receive a link after they submit the form where they can go to update their submission.

Any ideas?

I dont know such plugin but i think 75$ and you get a good freelancer how programm you that on elance, freelancer or odesk

 

Thanks, I appreciate the help, but the programming is not an issue, it would just speed up the work im doing if there is already a plugin available with that feature.
