On my site PicBlur.com I am going to start a Membership Program. For a one-time fee of $3.99 you get:

-All Tools on Site Plus Any Tools Made After Date (3 Tools Currently).
-Personalized Login To Easily Store and View Images/Videos Uploaded
    -E-Mail/SMS(Text) Alerts
    -Faster Upload Speeds
    -2GB Max Video Upload
-Ability to Use Tools While Uploading

Do you guys think this is a good idea?

What makes your service better than one of the free services? This is what you should be thinking about when you start thinking about offering something for a subscription fee. The user needs to get something more than what he/she can get for free elsewhere. Do you offer better customer service? Personal attention?

The idea itself isn't a bad one, but so far I don't see anything that I can't get elsewhere without having to pay a subscription fee.

Yes its a good idea coz the fee is reasonable.
But you should give more feature to paid member such as url upload function only avail to paid member.

Well the URL upload function is available on most image sites free. I need something that people can't get for free. Thanks for the idea though.

I would consider keeping the ads away from potential customers' eyes from day one. That is to try and show show full commitment to quality service that you're looking to offer.
Selling ad space here and there (even if temporarily) may hurt the first impression which counts a lot usually.
