Definely hand picked. It's better in the long run.Normally people buy gamepack just to jumpstart their new site.

I think I'd rather have the big game pack and then filter out the ones I don't want. A larger starting pool also means lots of pages for Google to index if I put one game on a page.

I'd probably buy the 3000 pack to start with, then buy 1000 game packs later on, assuming you could get that much unique content at all.
There is a market for both i think, big ones for startups. Slightly smaller hand picked for established sites wanting some quality working new additions.

I like to acquire my games from the authors instead of buying up game packs. If you give the authors credit and ask them to host their games you'll build up a good reputation among flash developers which will help you out a lot if you want to sponsor games down the road.

usually their games have a link to their sites and you contact them there or since the majority of flash developers submit to newgrounds just send them a pm.

There are so many different sites that are just a huge list of every random game. There's not much value in your making another one.

If you put together a list of good hand-picked games, that has much more value. IMHO.
