Would this effect my other campaigns?

So I am running 2 campaigns in my adwords account. They are both for content network only. They are both for the same landing page and on the same domain.

One has a slightly broad keyword that gets about 2million impressions a day.
    It has a .01% CTR

Now my 2nd campaign. Is highly targeted. It has a .13% CTR

My 2nd more targetted campaign used to get ALOT more impreissions then it does now. This was with a lower bid even. Im currently not even able to come close to maxing my daily budget (1k). Before I was able do this with no problem.

Now for my question. Is the not so targetted campaign effecting my targeted campaign? I was under the impression that they would not effect eachother being in seperate campaigns. Would removing the low performing high impression campaign increase the impressions of my targeted one?

If it's content only I wouldn't worry about it. I have some pretty crappy content campaigns and haven't really seen them have any noticable impact on other better performing content campaigns within the same account.

Somewhat related - some decent tips here for working with the CN.
