I know that Google don't allow Adwords campaigns for sites that is designed for arbitrage purposes. But I haven't found a good explanation of what types of sites that's allowed and what types that isn't. My question is if a site like; http://payday-loan-1000.com/ Is a site with enough information and stuff to be allowed to run adwords campaigns?

A half page of information? I don't know if adwords would accept it, but you'll wind up losing money if you try arbitrage on a site like that. It's extremely difficult to make money via adsense arbitrage. Google is going to take 30% of any clicks you get, and even if you were to get a 15% CTR (which is pretty high) you're going to need to pay for 7 visitors to get 1 click (and payout would like be smart priced). That type of site is going to have a very low quality score, which means you are going to have very high minimums on popular keywords (some $5 and $10 minimums). There are people who manage to make money via arbitrage, but it's a lot more difficult these days. You should expect to spend (lose) at least $1,000 to start developing a decent keyword list of long tail keywords (which is the only chance you have of making anything). You would be much better off making a quality site and then work on building up search engine traffic.
If you make a site that i designed to make money then it's designed with the purpose of showing ads. But where is the border of how much content and pages that a site must have? You might be right in that this site isn't allowed. The point of not being able to make money. That's not any problem since the sites that I would have adwords campaigns for is Swedish sites and in here it's possible to pay less than you make. I'm grateful for all comments
Have more original content on the website property than adsense. and you should be ok. If the site's real estate is 60% adsense, and a small paragraph - than you may be in trouble. If 60% of the site is your content, and 40% of the space is ads, then you'll be more safe.
