Would it be okay...

I have a site that is available for people looking for themes. I was wondering if it would be appropriate to start a thread in the template category to let people know that they can find or submit themes on my site? If not, where could I make this kind of announcement?

I'm not sure that would be much of an announcement..

The solicitation and announcements section is for directories, not resource sites.

If they are FREE themes you can make a thread in FREEBIES

If you are selling them they would go in "templates" in the BST

just like sundaybrew said. it's depend. and from your post above i still dont know it's for free or have to pay so you need to be clear and we can give you the best suggestion.

 

My site is 100% free. Free to submit themes and free to download themes.

 

You can submit a thread (though vary the content of the thread) in various appropriate forums of DP, including the Solitacions and Announcements forum (your site is basically a directory of free templates), the Freebies forum (obviously because your site is promoting freeware templates), and the All Other Tools forum (as your site is a resource/tool for webmasters providing free templates).

Though, if your site isn't quality, or doesn't contain quality free templates, I wouldn't even suggest posting about it as you won't see much success and kudos.
