would Google class this as duplicate content?

    I have a review site of 5 or so different computer security software (on 1 page), now if I make a new page in (new subdirectory for each keyword), each page named mysite\keyword\keyword.html - title and description with keyword/s in heading H1 with Keyword in but my content same for each page -

    would google complain or just not index them or would index them as releated pages?

    I think your effort might be waste with that scenario. Google bots would probably ignore your new pages with the same content as they already indexed those contents. Better put your efforts on making new contents.
