get PR 5 (it's currently 3) and would it help me imrove my rankings ?- my site in question is bouncing between 7-15 last few weeks, used to be a stable number 9 after coming out of the sandbox in may.
If there are a number of PR5 internal pages on the PR6 site, it's likely you will also get PR5 - unless the internal PR5 pages got that PR because of external links pointed at them. It's easy to check the backlinks to these pages. Best do this using Yahoo rather than Google.
Thanks. Actually I'm really interested in improving google ranking. That PR site is quite new and it's probably sandboxed as it doesn't seem to rank well for it's terms yet, so I'm not sure if it's worth trying
if your looking to rank well for keywords, then I would'nt worry about the PR for now.. get some good quality link partners.

Sitewides are crap. Multiple votes from the same document aren't what they look like. Yes it will help but forget about buying P(agecount) number of link popularity 'votes'.
It will only pass you some PR. And, make sure to get that from a related site, not with just any site. Although, that wont help you get good rankings. Your site is new, so I would advise you not to go for the sitewide yet and instead build links the natural way from a variey of sources.

Hmm, not so new, a year and half. And by now I have more related links than most of the competitors, except for 5 of the oldest sites. Still it doesn't get me higher on the page . But in google it's quite often than an unrelated or spammy page could suddenly emerge and rank very well and then other sites lose their position. Sometimes it's very discouraging. Maybe I should get even more and more links, I don't know.
I really made the mistake of focusing on quality backlinks a while back and now the best advice I can give you is to make sure your internal linking structure is 100% eficient before even thinking about backlink campaigns. How many people have you seen with a forum or oscommerce store with an "/index.php" People have tons of links going to their website.com and when the spider is spidering it's told on every page to goto website.com/index.php with no reference to website.com I have a PR 2 site with every category and 2nd level page a PR3 INTERNAL LINKING FIRST. IMHO
