How experienced are you on the web and what are your goals?

It may be better to put together simple sites yourself. There are many tools available that will allow you to quickly build a basic website.

Now if the sites you are interested in buying are using a domain name you are after, then that is a different story.

It depends. If the ebay website has good sale volume and regular traffic, it worth some money.

If it's going cheap and has quite a bit of good relevant and unique content in an area that is not too populated with competition then it could be well worth it. Check the amount of searches for the topics covered in the website and the amount of Google competition. You may also want to consider if it's a topic that you can successfully market yourself.

Its depend on what kind of website.
If the website is really a good bargain such as average earning is $10/day but it selling price is $100.
    Then you should buy it.

99% of them are not worthing anything.
But keep checking time to time. I do.
    In 2 years I found 2.
One that I paid $58 and bring me $600/month and
one that I paid $132 and brought me $800/month the first year. Now much less since traffic has decreased...

Usually, I buy and sell sites for 3 month of revenue and EBay is a place to find these as well. But it's kinda rare...
