Define "good price." As freelance developers, we don't like seeing things like "looking for good price," because that translates to, "will pay $20." If you want good work, you have to be willing to pay for it. It doesn't sound like you need a custom theme, BTW. It sounds like you just need some custom CSS with some basic plugins installed. If this is the case, then the price should not be too high.

If you want to use a free theme of your choice, I could setup your website on WordPress, add the necessary plugins and make some basic theme customization at no cost, check my signature, you will not find a better deal than this... By the way the whole process takes 1-2 days...
