Buying Wordpress Theme Developer / Coder

    I am looking to have a wordpress theme developer to either help me a design a simple site that fits things I need (which are banners 728x90, 160x600, and 300x250) on the site.

    Or I can buy a wordpress theme that I like and have you modify it to fit the banners.
