There is no problem with signing up for an account at wordpress.com. You might be making some mistake while filling a registration form. Please fill it carefully, you will get a wordpress account then. You need to use the working email address there and you need to verify that email address to get an account and blog from the wordpress.
Oh you mean you want a Wordpress account? I thought you meant that there were registration issues on YOUR blog with Wordpress. My bad.
Registration is easy, James you can just go to wordpress.org and sign up BUT you should be aware that on a free wordpress blog hosted on wordpress, you are not really allowed to have advertising. If all you want is to have a space on the internet to ramble to the world then that is probably fine but if you are thinking of starting a commercial site you would be better to have a domain and hosting sorted out. If your host has a fantastico panel which is just a collection of useful plugins (like photo gallery, forums, blog etc) then you just have to select the Wordpress (or Drupal, Joomla etc) link and follow the simple procedure to have it installed in the root of your site.
I hate to seem so rude, but that was very bad English. If you want to be able to receive help with your questions, you need to try and be more clear about what your problem is. For one, is it a free registration on Wordpress' website you are looking at, or are you having problems with a Wordpress install on your server?
