    1) Can i install wordpress on local server for testing?

    2) can it possible to create a new website using wordpress tool?

    3) where i can get free new layout for wordpress?

    1. yes you can.
    2. yes and did! but if you need more like cms so go for joomla.
    3. http://themes.wordpress.net/ is the biggest source of free wordpress themes. ;)

    To add to the above answers, the local server that you test WordPress on needs to be able to parse PHP and should have MySQL (or else have another local server with MySQL).

    here is my problem

    on my website www.conference.ge [forum engine] i want to install IPB Blog, to let my users create their own blogs. This is actually one solution ...

    Another solution might be the following
    If I install wordpress ...

    The questions is:
    will wordpress enable me to create multiple blogs from one installation. does it have accounts?

    you can install two blogs under 1 mysql just use different prefix for the tables
