Buying Wordpress Main Index Page Redesign - paying 40 dollars

I am currently rethinking my main index page of my wordpress blog. I have a dev site setup and will give access to said person to work on the new redesign of the site.

This is only the main index.php file. I want it to work with the header and footer I currently have.
