    get a video plugin..
    let users become "author" by default.. they will be able to do whatever you can do as admin (except the password, user editing etc etc)

    I just wanted to add my 2 cents on this, you may be careful when selecting your video script for wordpress because I have heard some horror stories about some that are not that secure. So just be careful.

    Unless you're happy with the method sami1255 mentioned, I don't think a plugin exists. Trust me, I spent an age looking for one! In the end I resorting to installing this script in a subdomain. :)
