Glamitycalamity is a wordpress site but the juicingforweightloss doesn't show as being a wordpress or even a content management system so that may have been created by hand using PHP and JQuery. Best bet is to have a look at the source codes and see how hey have implemented most of the page.
if you want to make your any static page as your home page, means you want to see your static page instead your post on first page, then open your wordpress admin, then go to setting> reading> select 2nd option static page, then select any page you want to set as your home page. hope will helpfull.
Yes you need to go to the said section to make which page you want your home page, which pages to be your other pages and be in the menu and which one to be your article page i.e. your blog section. If you want your home to be like the sites you have given, you need to make your own theme or use a three column theme and customize it as per your reference site. For all this you need better understanding of WP.
